The Tribunal Supremo de Elecciones (TSE, Supreme Electoral Tribunal) is the Costa Rican government agency responsible for civil registry and elections. It processes Costa Rican citizenship by descent applications.
For Costa Rican CBD cases, the TSE is the primary filing authority. Applications can be filed at TSE offices in Costa Rica or at Costa Rican consulates abroad. Processing time is 10-18 months.
The TSE also issues the Costa Rican cédula (national identity card) and the Costa Rican birth certificate, which serve as proof of citizenship.
